The thermostats are used only on electric baseboard heaters. The thermostats were rated at a higher wattage than they are able to handle. If too much power runs through the thermostats, they can overheat, presenting a potential fire hazard. In the United States, Honeywell has found 10 instances of thermostats overheating when connected to baseboard heaters using over 3000 watts. In two instances, the unit ignited, resulting in fire damage to the thermostat's casing and smoke damage to the surrounding wall. No injuries have been reported. The electric baseboard heater thermostats were rated to a 3800 watt maximum, which is a higher wattage than they are able to handle. For thermostats connected to heaters above 2500 watts, Honeywell will send consumers a replacement thermostat rated to 5280 watts. For thermostats connected to heaters at 2500 watts and below, Honeywell will send consumers new labels to revise the maximum wattage to 2500 watts. The thermostat carries the Honeywell brand name with model T4600 or CT1650. The thermostat also was sold under the King Chronolux brand name with model K4600S. The brand name is stamped on front of the unit, and the model number is located underneath the unit's snap-off front cover. The unit is rectangular in shape and it is white. It has a digital temperature display window near the top with four programming buttons arranged vertically below. Home centers and hardware stores throughout the United States sold the thermostats between January 1996 and June 1998 for less than $80. The thermostats also have been installed in homes by contractors. Consumers should stop using the electric baseboard heater thermostat, models T4600, CT1650 and K4600S, and call Honeywell toll free at (877) 575-4533 anytime to determine if their thermostat is involved in this recall. The water heaters were sold between 1961 and 1980 predominantly to rural homeowners by the A.O. Smith Corporation of Kankakee, Illinois, and by Sears, Roebuck and Co. of Chicago, Illinois. A.O. Smith manufactured its own water heaters during this period and sold them through plumbing wholesalers and contractors; the Sears water heaters were manufactured by State Industries. In settlement of its alleged failure to report promptly these explosions to the Commission as required by law, White-Rodgers has agreed to pay $420,000. Thermostats produced by White-Rodgers from 1976 through 1980 had different pilot gas control knobs and were installed in LP gas water heaters manufactured by A.O. Smith, Rheem Manufacturing Co., the W.L. Jackson Manufacturing Co., and State Industries. These water heaters were sold by Sears, Montgomery Ward Co., and a variety of plumbing supply outlets. The post-1976 thermostats incorporated into water heaters manufactured by State Industries, A.O. Smith, Rheem Manufacturing Co. and W.L. Jackson Manufacturing Co. do not contain the pilot gas control knobs involved in the explosions described above, and are being replaced solely to meet certain \"state of the art\" standards met by the current White-Rodgers thermostats. A total of 56 different brand names of water heaters manufactured by the above-listed companies are being covered by the recall program. This recall program is expected to cost the comuanies which signed the agreement with CPSC anywhere from $5 million to $9 million during the next year, although they recognize that this figure does not represent a ceiling on the potential cost of the program. Following negotiations with CPSC staff, White-Rodgers agreed to mail safety alert notices to all the identifiable users of LP gas in the United States -- or an estimated 15 million households. Each notice will describe the White-Rodgers thermostat which is eligible for replacement. If consumers believe that their water heater contains one of the potentially hazardous thermostats, they are instructed to telephone a toll-free hotline at White-Rodgers headquarters (800-325-9589) to arrange for replacement with a new, modified thermostat free-of-charge to consumers. (Oct. 15) -- Citing the critical need for consumers to save energy safely, the U.S. Consumer Product Safety Commission today warned consumers to stop using two types of faulty energy-saving devices which regulate home thermostats. Approximately 20,000 \"Automatic Day/Night\" thermostat controls were manufactured by the Fuel Sentry Corporation of Mt. Vernon, New York. An additional 19,500 \"Home Energy Saver\" thermostat controls were manufactured by the Fuel Gard Corporation of Glastonbury, Connecticut. Both types of potentially hazardous devices consist of a small rectangular heater and an electric timer. The heaters were designed to be mounted on the wall beneath the thermostat and connected to the electrical timer which plugs into a household socket. At predesignated times, the heater warms the thermostat, causing it to shut off the home furnace. The heaters were manufactured with integral carbon resistors which may overheat and start fires. The defective heaters have caused at least 17 instances of sparking or flaming since July, 1977. In two instances, the adhesive backing of the heater melted, causing the heater to fall to the floor onto combustible materials. No injuries have been reported. CPSC staff believes the timers can be used safely with other appliances. The thermostat controls were sold nationwide in hardware and department stores for retail prices ranging from $20 to $25 Some of the Fuel Gard units were given away for promotional purposes. Details Of Fuel Sentry Alert The potentially hazardous Fuel Sentry heaters were manufactured between September, 1976 and August, 1977, and between November, 1977 and May, 1978. They are labeled \"Activator\" on the front and display a date code on the back which falls within the following ranges: 396 through 526; 017 through 327; 437 through 527; and 018 through 218. In addition, only \"Activators\" containing a brown-colored carbon resistor (visible through the key-hole slot in the back) are potentially hazardous. Units with resistors of another color are believed to be safe, even though they may carry one of the date codes listed above. Fuel Sentry announced a recall of their product in 1978, but fewer than half the units were returned by consumers. The company since has filed for bankruptcy and is no longer repairing the devices. Owners of affected Fuel Sentry thermostat controls should return the products to their retailers, many of whom are offering refunds or replacements. Owners of Fuel Sentry units who cannot obtain a refund or replacement unit from retailers should contact CPSC's toll-free Hotline at 800/638-2772. Fuel Gard Alert The Fuel Gard heaters were manufactured with a simulated wood finish and were labeled \"Fuel Gard\" in raised lettering. CPSC staff is working to develop a corrective program with Fuel Gard to enable consumers to return defective units; details will be announced in a subsequent press release. Save Energy Safely CPSC staff warns consumers that energy-conservation devices which are improperly installed, designed or manufactured can result not only in fire hazards, but also in carbon monoxide poisoning, electrical shocks or explosions.
