Close the faucet. 2 - Turn the gas/temperature control knob clockwise to the maximum (VERY HOT) setting, and then slowly turn the knob back counterclockwise to the PILOT position, indicated by the yellow button. Listen for the main valve to close- this would be a popping or snapping sound. This sound is different from the clicking sound that the knob makes as you turn it. 3 - If you hear the popping sound then the valve is working properly. You should then read and follow the \"Installation and Operating Instructions\". If you do not hear the popping sound then do not attempt to light the pilot and replace the valve. 4 - If the unit has been stored or is being installed in a cold environment and the main valve does not close before the knob is turned back to the PILOT position, the gas control valve must be warmed up to a temperature above 32 degrees F or 0 degrees C. Once warmed up, repeat the procedure above. If the gas control valve does not close (popping sound), replace the valve. Soot can build up on the water heater burner, presenting a fire hazard. Approximately 1.6 million valves were manufactured during this period.White-Rodgers has received 32 reports of such sooting. Twenty-three of these reports alleged charring or fire, but there have been no injuries. The temperature controls resemble a small metal box located above the access panel door of the natural gas water heater. A white label located on the right side of the box contains the model number, which begins with the number \"37.\" Retail distributors and independent servicers have installed the controls since April 1994. Consumers should check their water heaters for signs of malfunction. Signs that the heater should be inspected include: discoloration or black soot on the lower outside surface on the front, sides or back of water heater; a pilot flame that keeps extinguishing; or an unusual burning odor around the water heater.Consumers who own water heaters with these signs should use a mirror to identify the date code located in the upper left corner on the back of the metal box. Smith Water Products Company of Irving, TX, is voluntarily recalling and replacing approximately 29,000 flue baffles installed in water heaters manufactured and distributed by its McBee, SC facility between April 16, 1991 and July 9, 1991. The affected water heaters are limited to A.O. Smith natural and liquefied petroleum gas 30 and 40 gallon heaters. Only FSG and PGX models with serial numbers beginning with MD91, ME91, MF91, or MG91 are subject to this recall. A.O. Smith electric water heaters have no flue baffle and therefore are not subject to this recall. Affected models have oversized flue baffles that may produce unacceptably high levels of carbon monoxide, high levels of heat at the bottom of the unit, and result in less efficient operation of the water heater. A.O. Smith has received no reports or claims of injury resulting from the flue baffle. CPSC was informed of this potentially unsafe flue baffle by A.O. Smith which, in the course of its random testing, discovered that high levels of carbon monoxide were being generated by units fitted with the improperly sized baffles. The company has already replaced the flue baffles in approximately 13,000 affected water heaters. The affected water heaters were distributed east of the Mississippi River by plumbing wholesalers and distributors. A.O. Smith FSG and PGX model water heaters which were purchased prior to April 1991 or after July 1991 do not contain oversized baffles and are not subject to the recall. Consumers who own one of the affected water heaters and have not already received recall information from the company should contact A.O. C. -- In cooperation with the U. S. Consumer Product Safety Commission, Robertshaw Controls Company, Richmond, Virginia, today announced a further expansion of its ongoing program to recover Unitrol 110 and 200 liquid propane (LP) gas water heater control valves by offering $50 cash and free replacement to homeowners who identify them in their homes. These valves, which were manufactured during the period of December 1954 through March 1957, may be involved in severe burn injuries and death resulting from explosion and fires. Since 1957, 48 deaths and 89 serious injuries involving water heaters using these controls have occurred. Although the controls are almost thirty years old, there is no practical way to estimate how many remain in use. In addition to the expanded notification efforts to recover the controls, the Commission and Robertshaw also announced the settlement of the Commission's pending action for a civil penalty against Robertshaw filed in Federal district court in Richmond, Virginia. The action was based on an allegation that Robertshaw had failed to comply with its obligation under Section 15 of the Consumer Product Safety Act to file an accurate report with the Commission concerning the controls. Robertshaw has agreed to pay the Commission $90,000 in settlement of the action. The CPSC voted unanimously to accept the corrective action plan. The CPSC voted 3 to 1 to accept the monetary settlement, with Commissioner Stuart M. Statler dissenting (dissent attached). In addition expanding its program to work with liquid propane dealers and service people to recover and replace affected controls, Robertshaw is now offering a $50 bounty to any user of LP gas who identifies the affected control value in their home, as well as a free replacement of it. Robertshaw is also commencing a notification effort through trade publications to further alert professionals who service or install LP-fueled water heaters to return to Robertshaw the controls they find instead of reusing them on other water heaters. Robertshaw is also continuing to pay these professionals a finder's fee for affected controls which are returned. Affected controls include Unitrol models 110 and 200, showing any date code which include the letters W or X, or the letter combinations LV, AY, BY or CY. Consumers can identify the affected units by looking for \"Unitrol 110\" on the face of the control or \"Unitrol 200\" on the temperature dial on the front of the control. The contsols located near the bottom of the water heater. Date codes are stamped next to the gas pilot outlet, which is located on the bottom side of the control and to the right. Use of a small mirror will aid consumers in reading the date code more easily. Consumers who own LP gas water heaters should check the heater control to determine if a Unitrol Model 110 or 200 with a.date code mentioned above has been used. If so, consumers should not attempt to remove or check the operation . of the controls themselves but rather should contact Robertshaw at its toll-free numbers 1-800-421-1130. In California call l-800-262-1173. Anyone wishing to verify the model numbers or the brand name should contact CPSC's toll-free Hotline at 800-638-CPSC. Units involved were sold under the brand names \"Hydrohearth,\" \"Hydroplace,\" and \"Aqua Grate.\" Manufacturers of these units - Ridgeway Steel Fabricators, Inc. of Ridgeway, Pennsylvania and Shark Manufacturing Corporation of Greenlawn, New York are no linger in business. These devices are made of tubular steel or steel plate and resemble a fireplace grate or liner. Plumbing connects the unit to the hot-water heating system of the home. When these is a fire in the fireplace, furnace heat is either supplemented or replaced entirely by heat generated through the fireplace. Slowing or stopping the flow of water through the unit (resulting from circulator pump failure, electrical power failure, or frozen pipes) may result in water in the unit boiling into steam. If the unit does not have an adequate pressure relief device, properly installed, the build-up of pressure can cause an explosion. CPSC urges consumers who have one of these units to have its installation checked by a qualified, licensed plumber who has specific knowledge of boilers, water pumps, pipe freezing problems, and pressure relief valves. Of particular importance is the location, pressure rating, and flow capacity of the safety valve. If there is no safety valve, have one installed with a pressure rating and flow capacity suitable for any type of fire. The safety valve should be installed in the outlet piping as near to the unit as possible without risking damage due to overheating. It should be oriented according to the valve manufacturer's recommendation to avoid safety valve clogging. The outlet pipe from the unit to the safety valve should contain no valves or other restrictions. The safety valve should be checked periodically by triggering it to be sure that it will relieve pressure. This should be done with caution, by a knowledgeable person, to avoid hot water scalding. Other fireplace-powered water heaters that contain built-in safety devices such as burst disks, fusible plugs, or blowout plugs, are not subject to this warning. The water heaters were sold between 1961 and 1980 predominantly to rural homeowners by the A.O. Smith Corporation of Kankakee, Illinois, and by Sears, Roebuck and Co. of Chicago, Illinois. A.O. Smith manufactured its own water heaters during this period and sold them through plumbing wholesalers and contractors; the Sears water heaters were manufactured by State Industries. In settlement of its alleged failure to report promptly these explosions to the Commission as required by law, White-Rodgers has agreed to pay $420,000. Thermostats produced by White-Rodgers from 1976 through 1980 had different pilot gas control knobs and were installed in LP gas water heaters manufactured by A.O. Smith, Rheem Manufacturing Co., the W.L. Jackson Manufacturing Co., and State Industries. These water heaters were sold by Sears, Montgomery Ward Co., and a variety of plumbing supply outlets. The post-1976 thermostats incorporated into water heaters manufactured by State Industries, A.O. Smith, Rheem Manufacturing Co. and W.L. Jackson Manufacturing Co. do not contain the pilot gas control knobs involved in the explosions described above, and are being replaced solely to meet certain \"state of the art\" standards met by the current White-Rodgers thermostats. A total of 56 different brand names of water heaters manufactured by the above-listed companies are being covered by the recall program. This recall program is expected to cost the comuanies which signed the agreement with CPSC anywhere from $5 million to $9 million during the next year, although they recognize that this figure does not represent a ceiling on the potential cost of the program. A list of the brand names is attached to this press release. Following negotiations with CPSC staff, White-Rodgers agreed to mail safety alert notices to all the identifiable users of LP gas in the United States -- or an estimated 15 million households. Each notice will describe the White-Rodgers thermostat which is eligible for replacement. If consumers believe that their water heater contains one of the potentially hazardous thermostats, they are instructed to telephone a toll-free hotline at White-Rodgers headquarters (800-325-9589) to arrange for replacement with a new, modified thermostat free-of-charge to consumers. (Oct. 18) -- Rhinehart Manufacturing Co., Spencerville, Ind., in cooperation with the U.S. Consumer Product Safety Commission (CPSC), today warned consumers about a possible serious shock hazard stemming from its \"Miti-Mite\" portable, immersible electric water heater. About 15,000 to 25,000 heaters have been sold since production began 15 years ago. The heaters are primarily used to heat small quantities of water in rural areas without hot water facilities. The heater is to be plugged into a standard electrical outlet. It consists of an exposed, resistive heating element contained inside a disc-shaped, perforated, aluminum case. This perforated case allows water to flow inside and directly into contact with the heating element, presenting a dangerous shock hazard if the appliance is \"on\" and immersed in water. To date, CPSC knows of no injuries involving the Rhinehart heaters. The heater does not bear a model number, but can be identified by the label \"Miti-Mite\" embossed on top. The heaters are sold in outlets such as hardware stores. They presently sell for about $4-$5 and distribution may be nationwide. An unknown number are currently in consumers' hands. Consumers are warned they may be electrocuted if they touch the water container or the water itself while the heater is \"on\" and immersed in water. Consumers should immediately stop using these heaters and return them for a refund to: Rhinehart Manufacturing Co., Spencerville, Ind. 47688 (telephone: 219/238-4442). Electric Flasheat Water Heaters warning NEWS from CPSC U.S. Consumer Product Safety Commission Office of Information and Public Affairs Washington, DC 20207 FOR IMMEDIATE RELEASE April 24, 1978 Release # 78-024 Shock Hazard Tied To Water Heaters WASHINGTON, D.C. (Apr. 21) -- The staff of the U.S. Consumer Product Safety Commission (CPSC) today warned consumers that certain portable, immersible electric water heaters manufactured by G.L. Electric Flasheat Co., Harper Woods, Mich., may cause serious electric shock during use. An identically designed electric water heater made by another company was reportedly involved in the electrocution of a teenage girl last year. The heaters are sold, among other things, to heat water in the bathroom and kitchen. They are plugged into a standard electrical outlet and consist of an exposed resistive heating element contained either inside a cylindrical perforated metal case or within two round, flat porcelain shells open around the edge. Both types allow water to flow inside the casings and directly into contact with the heating element, thus presenting a dangerous shock hazard if the heaters are on. Consumers are warned that they may be electrocuted should they touch the water container or the water itself while the heater is on. The heaters in question include the \"Fast Heat,\" model 401. Models 501 and 101 have the perforated metal case and model 401,the two porcelain shells. The heaters are sold nationally, primarily in hardware stores and tack shops. On March 24,1978, the Commission authorized its staff to bring an administrative proceeding against G.L. Electric Flasheat Co.. to remove these products from the marketplace. Anyone aware of shocks or electrocutions from one of these immersible electric water heaters should report the incident by calling CPSC's toll-free Hotline at 800/638-2772.","URL":"https://www.cpsc.gov/Recalls/1978/Shock-Hazard-Tied-To-Water-Heaters","Title":"G.L. (Oct. 21) -- The U.S. Consumer Product Safety Commission (CPSC) today warned consumers of a possible serious shock hazard from certain portable, immersible electric water heaters manufactured by the Ambory Corp., of Hazel Park, Mich. One of these heaters was reportedly involved in the recent electrocution of a 17-year-old girl in Little Fork, Minn. Sold to heat water in and around the home, the heaters are constructed of an exposed resistive heating element contained within a perforated metal case which permits water to contact the heating mechanism. This element is powered by electrical current from a standard electrical outlet. Potential for serious shock injuries, possibly resulting in electrocution, exists when water contacts the powered heating element. The four heaters in question are the \"Ambory Special,\" \"Jiffy, Jr. ,\" \"Jiffy, Sr.,\" and \"Ram.\" Distributed nationwide, they are sold primarily in hardware stores and tack shops. CPSC estimates that approximately 50,000 of the immersible water heaters are currently in consumers' hands. On October 20, the Commission authorized its staff to proceed against the Ambory Corp.9 to remove this alleged hazard from the marketplace. CPSC urges consumers to take extreme caution if they use one of these heaters. All four models are sold with instructions warning users not to touch the water container or the water itself while the heater is \"on.\" Consumers are also directed to turn off the heater and unplug it before testing the water temperature.
